Overview
Increasing demand on the electricity network due to new industrial/commercial facilities being built in the area was identified as major network risk likely to result in power outages unless resolved.
CitiPower designed a solution that would resolve this immediate issue and future proof the network for additional capacity requirements over the coming years.
Scope of Works
- 22 kV distribution network upgrade works including trenching, existing asset location and verification, reinstatement.
- Bus stop relocation and associated civils
- Permits, approvals, stakeholder management
- Traffic management
Challenge
Upon commencing the works, TSA identified existing gas, water and telecommunications assets, resulting in the need to revamp the distribution network design. Meeting the clearance standards for these existing utilities was paramount.
The impact of identifying these existing services was a delay in commencing construction delivery but a fixed completion date. CitiPower also requested the new asset to be operational two weeks earlier than initially required, as a key outcome.
Solution
TSA and CitiPower team members worked collaboratively to liaise with the various utility asset owners, providing a range of options which resulted in a fit for purpose solution.
We adjusted our project delivery plan timeline to address the reduced site access time and the earlier works completion date. Our Project Manager allocated additional crews to complete conduit alignment, offsets and main cable installation, as the initial major works. Front end loading the resourcing enabled both CitiPower and TSA to focus on the final works completion on time and on-budget with minimal customer disruption.
Complex stakeholder engagement
- CitiPower as the asset owner was our primary stakeholder and client. Key interface points were in relation to the substation easement entry area, final design approval and final asset handover upon works completion.
- Metro trains interface management due the abutting rail line
- Dyson (bus) due to bus stop relocation and customer disruption management
- Merri-bek (Moreland) City Council for road closure permit
- Urban Athletic 24/7 Gym access management
- Notifications to local residents, commuters and businesses
- Utility asset owner liaison and design solution approval to ensure all clearances and solution design met all their standards and requirements.
