Overview
Tradetech Services Australia (TSA) delivered civil and electrical infrastructure works at 7–23 Spencer Street, Docklands, to support a new indoor substation as part of the CitiPower/Powercor network upgrade. The project involved installation of HV conduits, cables, and earthing systems within a highly congested CBD environment. Works required careful planning and coordination around existing utilities, live traffic, and adjacent developments, ensuring critical infrastructure could be installed safely and efficiently without disrupting surrounding operations.
Scope of Works
TSA completed extensive civil works including trench excavation, installation of 100–125 mm conduits, service pits, and earthing systems along Spencer and Godfrey Streets. Works included HV joint bay construction, conduit integration, and removal of redundant underground cables. CCTV inspections verified existing conduit conditions prior to installation. Activities were undertaken within live substation environments under strict controls, with full reinstatement of asphalt and concrete surfaces to council and CitiPower standards.
Delivery Methodology
TSA adopted a highly controlled and coordinated approach suited to complex CBD conditions. Detailed service identification, DBYD processes, and hand excavation techniques were used to protect existing assets. Works were staged to maintain safe access and minimise disruption to traffic and pedestrians. Close collaboration with CitiPower, Powercor, and project stakeholders ensured compliance with technical and environmental requirements. All activities followed strict permit-to-work systems, quality assurance processes, and safety protocols within live operational environments.
Outcomes
The project was successfully delivered on schedule, enabling energisation of the new indoor substation. TSA maintained full compliance with CitiPower, Powercor, EPA, and WorkSafe standards, with all environmental and quality requirements achieved. The works demonstrated TSA’s capability to deliver complex underground infrastructure in high-density urban environments, reinforcing its expertise in managing risk, maintaining safety, and achieving high-quality outcomes within constrained and operationally sensitive project conditions.
